Delivering a rapid, orderly and just transition for the UK Continental Shelf

This report was developed by Systemiq – a system change advisory company - and it was published on 20 February 2025.

 

The report looks at the transition of the UK Continental Shelf energy sector: it dissects the ongoing decline of oil and gas production as well as drivers of that decline, makes an assessment of the repurposing and decommissioning of existing oil and gas assets, and dives into implications for workers, energy security, tax income, and the climate. It concludes that the rapid decline of oil and gas production on the UK Continental Shelf is inevitable, regardless of policy direction. The report calls for urgent action to ensure that UK workers can transition to high-quality alternative jobs, and that UK citizens will have access to affordable energy. It positions the build-out of offshore renewable energy and carbon capture and storage as a critical lever to achieve both objectives.

The Just Transition Commission is an independent advisory body that provides scrutiny and advice on how to deliver a just transition to a low carbon economy in Scotland. Our Branch Team member Jake Molloy, is currently a Commissioner after being appointed back in 2022.


The Commission produces an end of year report on their work during the period, providing an insight into recommendations made, details of other reports produced during the period, and assessing the progress of the Scottish Government. The most recent report is titled, "Conditions for Success: Annual Report 2024" and in the "Progress Assessment" section the Commission had this to say;


"The headline from last year's progress assessment was that the current path will not deliver. This year our view is that without a step-change we are now at risk of going backwards on this agenda in Scotland."

The report's authors engaged with over 1,300 oil and gas workers through surveys and workshops., with the support of the Trade Unions. The report sets out a realistic and achievable plan for a genuine "Just Transition" for energy workers in the UK.
